Officer’s Pattern of Targeting Exotic Vehicles for Instagram Content Raises Serious Concerns About Public Safety and Lawful Policing

Beverly Hills, CA — Kemp Law is issuing this statement to alert the Beverly Hills community to a documented pattern of conduct by Officer J. Givens (Badge No. 110) of the Beverly Hills Police Department that appears to prioritize personal social media ambitions over public safety and impartial law enforcement.

Officer Givens maintains a public Instagram account (@bhmc_110) on which he regularly posts video footage of his on-duty traffic stops and enforcement activities. While officers are entitled to personal social media accounts, the evidence indicates that Officer Givens’ enforcement decisions are being shaped by the desire to generate engaging content for follower growth and personal brand-building rather than by legitimate public safety needs or lawful probable cause.

Documented Incidents

Video evidence and community accounts document at least two particularly concerning incidents:

In one stop, Officer Givens pulled over the driver of a Lamborghini, citing engine noise. The vehicle was confirmed to be entirely factory stock with no modifications. California law does not authorize a traffic stop based solely on the normal operating noise of a manufacturer-standard engine. The stop lacked apparent legal justification and appears to have been conducted because the luxury vehicle would produce compelling social media content.

In a separate incident involving multiple vehicles, Officer Givens was present as one driver operated recklessly and another traveled at excessive speed—both presenting immediate dangers to the public. Rather than addressing the greatest threats to safety, Officer Givens instead stopped the most visually striking vehicle, allowing the more dangerous drivers to continue unimpeded. This choice placed the community at unnecessary risk in favor of content creation.

Why This Matters

The Beverly Hills Police Department has earned a reputation for professionalism and community trust. When an officer’s enforcement decisions are influenced by social media engagement metrics rather than the law and public welfare, it undermines that trust, erodes confidence in the department as a whole, and compromises the safety of residents, business owners, and visitors.

Every motorist in Beverly Hills has the right to expect traffic enforcement based on objective legal standards—not on whether their vehicle will look good on Instagram. No member of the public should be subjected to a traffic stop, citation, or public shaming simply because their car is photogenic.

Kemp Law calls upon the Beverly Hills Police Department and City leadership to take the following steps without delay:

  1. Initiate a formal internal affairs investigation into Officer Givens’ traffic enforcement decisions and social media activities conducted while on duty.
  2. Review all stops and citations issued by Officer Givens that were recorded and posted to his Instagram account to determine whether they were supported by lawful probable cause.
  3. Place Officer Givens on administrative leave from field duties pending the outcome of the investigation.
  4. Adopt clear departmental policy governing officers’ use of personal social media accounts that feature on-duty enforcement activities.
